Ms. Reid Heath’s expertise spans legislative and policy analysis, governance, housing and community development, child welfare, strategic planning, political strategy, civic engagement, program evaluation, organizational systems, change management, and executive advising. Through ImpacTech Systems, she develops proprietary executive-intelligence frameworks, diagnostic tools, decision-support systems, and strategic resources that help leaders anticipate change, interpret its organizational implications, and take focused action.

Statewide housing recovery and federal funding: Co-led South Carolina’s Housing Solutions Task Force and served as a primary agency representative within the federal Joint Field Office following the 2015 floods. She collaborated with federal, state, local, nonprofit, and community leaders to help South Carolina secure more than $150 million in HUD Community Development Block Grant–Disaster Recovery funding for statewide housing recovery, resilience, and community-development investments.
Executive advising during governmental restructuring: Provided executive advisory services to senior leadership within the South Carolina Department of Health and Environmental Control during a statewide governmental restructuring initiative. Her work assessed legislative and operational implications and supported organizational transition planning, implementation strategy, and change-management decisions.
Large-scale political and organizational leadership: Held senior leadership roles across municipal, state, and national political campaigns, including serving as South Carolina Deputy State Director and Chief Strategist for a presidential campaign. She supervised eight senior directors, provided leadership for more than 100 staff members and volunteers, managed a $2 million budget, and directed statewide strategy and operations.
Housing-policy convening and operational management: Directed South Carolina’s largest annual housing-policy conference while serving as Policy and Outreach Manager for South Carolina Housing. The conference convened more than 500 housing, community-development, governmental, nonprofit, and private-sector leaders. She managed its $125,000 budget, completed the event approximately 10 percent under budget, and coordinated approximately 40 staff members, contractors, presenters, vendors, and strategic partners.
Child-welfare policy and systems change: Helped advance passage of South Carolina Act 198, enabling youth in foster care to obtain driver’s licenses and strengthen their pathways to employment, permanency, and self-sufficiency. She also served on South Carolina’s team to the National Governors Association Policy Academy, collaborating with state child-welfare agencies and national partners across 12 states to advance child-welfare policy and practice.
Ms. Reid Heath also served as an adjunct professor in the University of South Carolina College of Social Work, teaching advanced policy analysis, research methods, program evaluation, and organizational systems. This experience informs the analytical rigor, instructional design, and executive-learning approach embedded throughout Strata’s intelligence briefings, decision frameworks, and strategic response resources.
Ms. Reid Heath holds a Bachelor of Arts in Political Science, with concentrations in Public Policy and American Government, and a Master of Social Work, with concentrations in Administration and Policy Management, from the University of South Carolina. She also earned an Executive Certificate in Small Business Growth and Management through the Kauffman Foundation’s Next Level Growth Venture program.

Membership is available through Individual Access or Organizational Access, depending on the number of authorized users needed.
Individual Access is licensed for a single authorized user and is non-transferable. Organizational Access permits internal organizational use for up to 10 authorized users. Redistribution, external circulation, reproduction, or unauthorized sharing of protected executive materials is prohibited.
